I was really put off by the story because it was written to make one think this was a great idea (Diablo 3 Gold). And I could not put my finger on why I questioned it so much when I no longer smoke and actually avoid places where there will be a lot of smoking. There are some friendships that are not as close as they once were and part of it is smoking. But it is not because I want to reform my friends. I just don't want my clothing smelling of smoke even though one can always wash clothes.
But you are right in your description. There is no equity and enforcement seems crazy too. So, will they evict the person from subsidized housing? Does that make any sense?
Because of my situation two years ago (Diablo 3 Gold), I somewhat studied the homeless and decided that many do migrate but weather is not the only factor. It has to do with services. But it is hard to figure out how they get in touch with each other to determine that handouts are better in one city over another. But there are segments of them who use the public library internet access although that is getting tougher now that many libraries are already enforcing their long established policies about residency and addresses and are using picture IDs.
